CAROLINE COUNTY ECONOMIC RECOVERY RENT STABILIZATION PROGRAM
Assistance is available if you are having trouble paying your rent due to COVID-19. Payments are made directly to your landlord or mortgage company.

What is the Caroline County Economic Recovery Rent Stabilization Program
The Rent Stabilization Program can provide financial assistance through rent subsidy to tenants impacted by COVID-19. The program fills the financial gaps for those who lost 20% or more of their typical income due to COVID-19.
What are the eligibility criteria?
- You must be a resident of Caroline County
You have a documented 20% or greater loss of income due to COVID-19
You are NOT receiving a subsidy as a participant in a housing assistance program including the Housing Choice Voucher Program
You must have been current on your rent prior to April 1, 2020
You must be able to show a current proof of lease with a landlord in Caroline County
How much is the assistance?
Each household is eligible for up to 5 months of rent payments of no more than $1000 per month, for a maximum total grant of $5,000 (subject to availability of grant funds).
Will individuals who receive COVID-19 Rent Stabilization have to pay the money back?
NO, this is not a loan, it is a grant that will not have to be paid back. However, if we discover that a recipient has falsified documents or has somehow defrauded the program, the money will need to be repaid.
Will I owe 2020 taxes on the money?
NO, because this money is paid directly to the landlord, the assistance is not income to you and you will not be taxed on this money.
How will I get the money?
If all eligibility criteria for the tenant and landlord is met, the grant money will be given to your
landlord on your behalf. The grant money will not be sent to the tenant.
What documentation is needed?
- Three (3) check stubs from prior to loss of income and all months requesting assistance (if cash- based wages, supply a letter from your employer attesting to loss of wages and the amount)
Letter from the employer(s) attesting to 20% or more loss of wages due to COVID-19 (for all individuals named as the lessee(s))
First page of bank statement(s) from February 2020 through August 2020 (for all individuals named as the lessee(s)
First page of a Utility Bill (electric, cable, water, sewer) from time requesting support
Copies of State of Maryland Issued identification of all individuals named as the lessee(s)
Letter from Landlord attesting to the amount in arrears
Are there income restrictions?
The only criteria related to income is that you must clearly show a loss of income of 20% or
greater due to COVID-19.
Should I tell my landlord that I'm applying?
Yes. The grant review staff will contact the landlord in Step 2 of the review process, so we
suggest that you let the landlord know you’ve applied.
How long will the program run?
The program will run until the funds are exhausted or the program ends.
